This guy is a popular little bugger.  It is Malware, a type of infection that presents itself as a type of security program trying to save your computer; it's not.

Usually infects the pc by having some type of software out of date; adobe reader, flash player, quicktime, etc.

Download Malwarebytes

Install

reboot into safe mode (F8 key on startup)

run program

Usually gets it out about 80% of the time.  If it doesn't, here are additional fix it steps:

START - RUN - MSCONFIG

Click the STARTUP tab; if there is something that doesn't belong there, it would be towards the bottom; you can uncheck it and reboot.

Download and install (in normal mode) the following, then run in safe mode:

Spybot
Adaware
Bitdefender Online Scan

If there is still an issue files will need to be manually deleted from the System32 folder; it is not advisable for end users not very familiar with this area of the PC to continue.
